I'm assuming that you no longer have a working server/domain.
If you have a full server backup, restore it, and you should be able to start it back up. Hopefully you'll still have a copy of your aministrator id files.
If you don't have a full server backup, but have a copy of the server configuration files, names.nsf, notes.ini, etc, it should be a fairly simple task of installing Domino, copying the files back in and starting the server.
If you have to set up a server from scratch, you'll create a new certifier and can create a new admin account. Make that user a 'Full Access Administrator' and that account should be able to access each mail file, unless the mail is encrypted by the user.
If you have a PC that still has the Notes client, you might be able to swap out id files and open each mail file from the client, without a server. As long as the id files haven't expired.
