You are correct, 64 gig is a hard limit and things get nasty when the database reaches this size.
I was never a proponent of Archiving, but that is of course one option. The user can archive locally, to a network share, or Archiving can be set up and scheduled to run on the server.
Another option is to ensure users clean up old/unneeded mail, every time i ever get into a discussion (argument) with a user that 'they need everything in their mail file', I can usually find in the first 4 messages in their inbox 3 messages about scheduled server reboots from 2001 or so...
