Firstly, I presume you're aware that IBM stopped supporting Notes/Domino 7.x about 6 years ago.
Also, 9.01 Fixpack4 is the first version to be fully supported on Windows 10.
Have you tried right-clicking on the taskbar, go to Settings, and set "Combine Taskbar Buttons" (it's the 9th setting down on my installation) to "Never". That should display Notes, Designer and Administrator on different icons if it's at all possible with R7.
