Under Notes 7, I can't think of anything. File size is file size, and as long as the users insist on keeping everything, there's not a lot that can be done.
I will say, too, that I'm not aware of any email server/client that will allow unlimited storage, but maybe there is...
Anyhow, If you upgrade to a more current version of the server, DAOS (Domino Attachment and Object Store) will move attachments from mail files to a DAOS store, which can have a significant impact of mail file size. Quite often a mail file will have multiple copies of the same attachment(s), so moving them out can have quite an impact.
