From the output, it looks like this is a Direct Transfer activity that is set to remove and replace data on the receiving end. I presume that this activity has worked before, and that it does not fail with this message every time.
Network latency is one cause seen in the past, sure. Another - especially for periodic "network operation" timeouts - is when a Domino process is firing at or just before the activity launch, delaying the entire server. This can be resolved by carefully setting up your maintenance and activity schedules, as well as other processes that might be heavy hitters - make sure they are kept separate if at all possible. Transfer of especially large files, or large volumes of files, can be more susceptible to problems; if this is a recurring issue, consider breaking up the transfer into smaller chunks.
