The versions of LEI and Domino must match, so you would not be able to use LEI 8.5 on Domino 9.0. You will, of course, be able to use LEI 8.5 while the whole arrangement is still on 8.5.
As for obtaining a new version of LEI when you upgrade Domino to 9, whether your LEI license will include upgrade support is going to be a question for your Sales representative. You should be able to get an answer to that in short order, you will just have to go through the right channels for it - the forums won't have that kind of info.
