There are a few things that can cause this issue, and you've hit on a couple of them already.
1. You've checked your Path statement, which is good. However, it's just so common a cause for this issue that you should doublecheck. Make sure the spelling is correct, and that you properly have the path that contains notes.ini in your Path= statement.
2. Do you have any NSF_HOOK entries in your notes.ini? We've seen this problem occur from the interference of third-party programs with entries in NSF_HOOK. You can comment that out, restart Domino, try the install, then put it back in later if so.
3. Search your system for "notes.ini". Make sure you only have one! If your path statement causes it to find an old, obsolete, blank or otherwise problematic copy of notes.ini, it will fail with this error.
4. Is the Domino server running during the install? (It should be.)
5. If the above do not pan out, look for an leiinst.log on your machine, it should show up under your /leidir directory. If one is there, it might give us more information.
6. If all else fails, you may need to open up a ticket with Support.
