Unfortunately, the 6.5 series of both Domino and LEI are no longer supported as of 2009, and the binaries are no longer available: http://www-01.ibm.com/common/ssi/cgi-bin/ssialias?infotype=AN&subtype=CA&htmlfid=897/ENUS907-208&appname=USN The only available solution would be an upgrade to a supported release of Domino and LEI, which would be at least version 8. If you have a license for Domino, you ought to be able to do so.
