Yes. Lotus Enterprise Integrator (now called IBM Enterprise Integrator) is an add-on product for Domino that allows easy use of the various supported connectors, and a GUI interface to set up functionality over those connectors - data transfer, synchronization, and so forth.
The Lotus Connector for SAP can be thought of as a driver - a product that allows connections to SAP data. LEI can then make use of that connection to transfer and manipulate data. It is only required if you do in fact want to connect to SAP.
