There are a couple of concerns.

First and foremost, I have seen similar issues before when migrating, especially (but not exclusively) when the activity and connection documents were copied & pasted. There would sometimes be an activity/connection or two that just wouldn't play along. In that case, the best course of action is to establish the activity and connection natively, fresh on the new server. Rebuild the connection document first, make sure you can successfully pull metadata and test the connection. Then, rebuild the activity document. Very often that will do it.

If it does not, what release of LEI are you running?
Do you have functional Access databases that have spaces in the path, or is this the only one? Some older releases could be a bit picky about spaces in some situations, not sure that this would necessarily be related here, but worth checking into.
Can you make other connections to this database using OLE DB, from the LEI machine but without using LEI? That would confirm whether it's an LEI issue or something farther down.
