Have you tried to make an exception in the Windows Firewall for the ndctest.exe?
I've set up this 'instant client -basic' on few servers and it works.
If you want the minimum setup for Oracle you will only need 3 .dll files.
The files are: oci.dll, oraociei12.dll and oraons.dll
And of course the tnsnames.ora file.
